here is my take
This was designed and cut using my cricut machine
the sentiment is die cut from sparkly craft foam
the background clouds are stencilled using a home made stencil and distress ink

Fantastic card and great design love the stenciled background it really is such a great backdrop . The cricut is fantastic for cutting foam although I always found my cutting mat was full of glitter for weeks to come.
